Originally being conceptualized as a free-roaming title, the final product was cobbled together in about 1 year of development after a fallout with Universal Interactive and Sony.

I bought Wrath of Cortex recently on the household Xbox. It's certainly not a bad game, by any means. I think the issue is that, compared with Crash 3: Crash Bandicoot Warped, it didn't really bring anything new to the table. Crash 2 was a fantastic game, then Crash 3 came along and it was, arguably, even better. It introduced new level "types."

Crash Bandicoot: The Wrath of Cortex is a 2001 platform game developed by Traveller's Tales and published by Universal Interactive. It was first released for the PlayStation 2 and later ported to the Xbox, and GameCube, with Eurocom developing the GameCube version.
The thing is, Crash Bandicoot Wrath of Cortex is almost exactly like the last 3 games in the series. This is why it got the average reviews, but this is how a Crash game should play in my view. It is also Crash's XBOX and GAMECUBE debut and it was a great start. This game has the best character look in the series.
